God only knows, GM. I suspect it's lust for prestige (she's a former academic, after all). I have not noticed a coherent ideology, beyond doing Bush's bidding. She has resisted Cheney on some issues, which may be the very little bit of good she's done since being appointed. Things tend to get worse wherever she goes, but the anti-Midas touch is pervasive in the maladministration.
Consider her my little contribution in the "something to cut through the Christmas treacle" category.
