The government here in Panamá before our present government were the Arnofistas, who's original leader supported Hitler and tried to deport the Afropanameños and Chinese-panamanians back in the 1950's. When they were the government, the paramilitaries from Colombia would come over the border and raid small villages, stealing food and money and everything they could get their hands on. We learned later that much of the arsenal of the police department (we don't have an army; George H.W. Bush demanded that the army be deposed when he invaded in 1989) had ended up in the hands of the paramilitaries. If Panamá had an army, they would probably join Ecuador and Venezuela at our border.

Colombia is one big stinking mess, and I'm not sure how it can be straightened out, but the U.S. is not helping things at all.
